Even in RR/RC, within a matter of a few dozen turns every remaining faction will probably have a big enough military to be rated as Supreme in the Diplomacy Scroll's Might section. Well in the late campaign any way. Even a one region faction will have enough men to still be rated as "Supreme". In my current Roman Empire game, the Holy Roman empire is reduced to Austria after suffering it's typical late campaign early game post-exocommunication critical existence failure, yet is still rated as supreme with a full stack sitting in vienna and quite a few armies waltzing around fighting off Hungary, though it's ascendant ally Venice is probably also factoring into it's survival. What I'm saying is that even with RR/RC, if an A.I factions last region has a sufficiently well developed settlement and enough men camped in it, it will survive to constantly muster armies to swat away much larger A.I factions trying to eliminate it.
