Even in RR/RC, within a matter of a few dozen turns every remaining faction will probably have a big enough military to be rated as Supreme in the Diplomacy Scroll's Might section. Well in the late campaign any way. Even a one region faction will have enough men to still be rated as "Supreme". In my current Roman Empire game, the Holy Roman empire is reduced to Austria after suffering it's typical late campaign early game post-exocommunication critical existence failure, yet is still rated as supreme with a full stack sitting in vienna and quite a few armies waltzing around fighting off Hungary, though it's ascendant ally Venice is probably also factoring into it's survival. What I'm saying is that even with RR/RC, if an A.I factions last region has a sufficiently well developed settlement and enough men camped in it, it will survive to constantly muster armies to swat away much larger A.I factions trying to eliminate it.

is there a way to force the ai to make armies that are equal to their total income?

    Military rating "Supreme".
It is also affected by alliances, you can have a nation, with barely one standing army. Viewing it's military rating as "Weak".
You could ally yourself with them, then it might drag their military status up, to "Supreme". Depending on the strengths of your armies and your allies armies.

The computer normally only amasses like that, when it's either a last stand. Or they are going to attack, keep your military strength over theirs, and eventually they will either march/walk away, or attack you. Or you could grant them military access. But you should try Stainless Steel 6.3 "peacefull campaign."

I prefer it myself, with Very Hard Campaign / Very Hard Battles Savage Ai's.
Cities earn less, it seems more realistic.
In the late era, I could get Constantinople up near 5000-6000 denarii per anno.
On easy, it appears all cities earn alot more.

In the campaign script there is a reinforcement script for all the ai controled factions. Delete this part and that will help some but when the economy is sooo good it will only delay they will eventually recruits mass quantities of sub-par troops. Take most of you required lands early and then have an epic war with that one faction you hate.

I normally play as the HRE. And I play 4 turns per year so I'm always at war in if I use Lusted's AI. So in late campaign I edit the descr_strat for me and the papacy to be at war with sicily (at papal request sicily was conquered by the hre before 1220). So I fight them trying to take my time so maybe the AI wont go berserker on me. But it never fails genoa attacks me. So I wipe out them and sicily before they can get big enough. When the hre has all the lands they should have (Antwerp, Groningen, Hamburg, Stettin, Metz, Frankfurt, Nuremburg, Madgeburg, Staufen, Bern, Innsbruck, Slazburg, Vienna, Prague, Lyon, Marseille, Bologna and Ancona) they are a money making machine and can easily take Italy, France, and Denmark before anyone gets advanced enough to compete. If you add Pisa and Milan and then Naples and Genoa, you can make 5000-10000 while building every worthwhile unit and max production of buildings. So what I do is ally up with France, (hre did ally with them - their relations were good not terrible like the descr_strats says) Norway, and Hungary. So France will be my epic war, hoefully taking place when they have better units than me. France early on, sends stack after stack of scrubs, who true to french form retreat from my superior German armies. Also I can turn on Hungary too because they typically get too big and are a much tougher opponent for me early on. But I want denmark to turn on me and Poland as well. Denmark was a HRE vassal and Poland paid tribute to the hre for their existance lol. Vikings are horrible in this games but the Poles can put up a fight with the HA's.

i cant take all enemy lands eventually some of them will become superpowers especially egypt(i take my required lands but then i have epic war with a faction that has 25 stacks and 8 settlements)
and i always play with savage ai and every faction after about 50 turns have 20 stacks and in very hard ai factions get huge bonuses so i dont think this will solve my problem
I PLAY WITH SAVAGE AI,CHARACTER DEVELOPMENT,NEXT HEIR CROWN,ONE SETTLEMENT TYPE,SON O X,PERMANENT WATCHTOWERS AND <BUILDINGS,RENOVATION,INNOVATION> DOES IT HAVE TO DO WITH THESE?
EVEN ON EASY THEY MAKE HUGE UNREALISTIC STACKS

Savage AI is probably your problem. Its meant to be more difficult so it probably encourages spam.
