    All countries that can afford mercenaries or that can conquer settlements able to produce the appropriate troop type (even if for only a limited time). The question is really important with mercenaries (e.g. mercenary crossbowmen) as they are so expensive.

    In the early game, mercenary crossbowmen dominates all other ranged units, whether they are bow or crossbow. So it's more of a question if you want to afford them more not.

    Personally, I think the most worthwhile bow/crossbow units are ones who are dual-use (good in both melee and ranged). They are:

    Dismounted Dvor
    Adventurier
    Byzantine Guard archers

    These are also decent because they are easy to train:

    Ottoman Infantry
    Mongol Infantry (Teutonic campaign)

    Archers can get a better arc so they are better for sieges. In addition they can shoot flaming arrows and shoot faster. Crossbowmen have better range, mobility and shot power.
