Not as human in early. Dunno if AI in early, but not as human.
William Wallace can appear (in early era) with the following conditions. Turn 180 and Scotland less than 4 provinces. Or after turn 130 and Edinburgh captured by England. Or after turn 60 and Scotland with less than 2 provinces.
He brings a decent army but no heavy cavalry.
