I voted no. Teleporting to someone would cause pvp to be absolutely horrible and rather pointless later.

Well I'd say during war, not allowed, but if the places are at peace or opt-out of PvP, then yes. So yes people should be able to tp to anyone during peace, but out of courtesy it might not be desirable
