The TIME map editor goes back to a year or so after Rome was released. The person who started it has sporadically worked on it and if you have problems, it's because it still has bugs updating all the map layers. Real life can get in the way of a great idea for a great tool.
I do my map editing by hand one layer at a time. Not hard to learn but can be time consuming.
If you're trying to chang the sarting position of an army, spy, or other, do it in the descr_strat.txt. Remember to delete the map.rwm and start new game or it will crash. If you can move it in TIME, delete the map.rwm, start a new game, and it still might crash.
