You can adjust the 'global' speed by adjusting the figures in this file:
descr_battle_map_movement_modifiers.txt
You can adjust the individual units over various types of ground here:
stat_ground 0, 0, -1, 0
In the file 'export_descr_units.txt'. This setting is plus or minus from the global setting, as I understand it.

Again, my knowledge of this comes from M2 mainly but afaik "stat_ground" deals with combat bonuses on certain types of terrain, (tall) grass, desert, forest, snow, in that order iirc.
Does it really affect movement as well?

Yes, the setting means that, for example, a cavalry unit will charge (move) faster on grass than it will on snow or sand. The setting is an 'attempt' to offer various advantages or disadvantages based on what the 'home' unit is. So a desert living warrior would be faster in moving over sand (which is sorta stupid, but that's basically what this amounts to) than a Germanic warrior who is used to woods and grass. Likewise, the Germanic warrior would be better in snow than a desert warrior. So these setting either speed up or slow down the units on certain types of ground.
