Early - no. He wasn't a state leader yet (his uncle was acting as his "regent"), but he already was in Constantinople and a friend of Herakleios.

Interesting so do you have any stories about their friendship?
Well, nothing personal, I'm afraid. It's just known that they were very close friends and after Herakleios died (and Kubrat was already leading his "Old Great Bulgaria"), Kubrat supported his second wife Martina and her son in the struggle for the throne, thus supporting Herakleios' last will. Or, as John of Nikiu says about him: "Kubrat, the ruler of the Huns, nephew of Organ, who was welcomed young into Christianity [i.e. converted and got baptised, 619] in Constantinople and grew up in the imperial palace. Between him and Herakleios there was a friendship and peace and he, after the death of the emperor, proved his affection to his sons and Martina... He now supported the interests of Herakleios [the son of Martina] and opposed those of Constantine [heir of Herakleios from his first marriage, was supposed to share power with Martina and her son]". Before that, in 635, Kubrat also received the rank of patrikios from the emperor (along with many gifts), since OGB was practically what the Khazars would later become for Byzantium - a close ally, at that time keeping the Avars at bay.
Btw, it's also believed that Kubrat left Constantinople around 624, when Herakleios visited the "Caucasian Huns" (i.e. Utigur Bulgars, until then supposedly "ruled" by the regent Organ (who was also baptised in 619, btw) and who then negotiated Khazar aid for the war with the Persians and part of those troops were supposedly led by Kubrat).

So should we call them Turkos? I feel like I'm hearing a similar story from the Gokturks.
Call who? If it's the Bulgars - while their eastern branch, the Utigurs, were indeed under Gokturkic/West-Turkic rule at the time, they were not Turks themselves. And contemporary authors called them only "Huns" and "Scythians" (and Bulgars, Utigurs etc, of course), although it's mostly the western branch, the Kutrigurs, who've had a more considerable Hunnic heritage. Though I think I've mentioned all those things in my research thread before (and, anyway, we better continue thise in some more apropriate thread - I don't want to clutter up this one)...
