how do you activate the background script?

I'm not sure how to activate the background script. Can someone explain this to me?

Afther starting new game, or loading a game click one of your settlements.
Advisor will popup. Click him. Click show_me button. Advisor will go away, you are ready to play.

will advisor pop-up if advisor option is set to "None" in preferences?

Yes EB advisor is not standart RTW advisor. It will always bug you, there is no way to stop it other then fallowing advisor instructions.
