I am against changing this rule. The map is eight times the size of planet Earth, and you may build anything you like over the horizon. I think that is very reasonable.

Thought I'm not part of the community (though I'm considering joining), I think you should set a definite border for city building limits and a "green zone" between vanity buildings. The city will eventually grow in size with community building projects and the border for where non-city buildings can and can't be built will extend further outward.
