Did you even know Warhammer Fantasy, the tabletop game on which this entire mod is based upon? I think NOT.
In "reality" Orcs have Thoughness 4, just as Dwarves and Grave Guards. They all have 1 HP. 2 HPs are for more-than-human-size creatures, like Ogres, Trolls, and heroes.
ALSO, for gameplay's sake, in Total War series 2 HP is for elite units, not for ordinary units. So, it's good for Big'unz and Black Orcs, not for Orc Boys and even archers, that are the weakest of orcs by background. Why? Because 2 HPs are serious business, they counts very much both in autoresolve and in battle, and are justified only for elite and very very expensive units.
Skilled "normal" warriors have high attack and charge bonus (ehy, look, just as in tabletop game, how curious...), not more HPs. Add more of these and back to 1 HP is both more realistic and more gameplay-wise, that's why (apparently) the modding team does it. If they did, I support their decision. If they didn't, i'll do it myself just like i did for the current version.

I would like to say that a riffle shot in the face ..or a sword in your stomach..is often killing you (or hurt you a lot) in all the time . The tall or the weight ,even the strenght are not important here...the result will be the same for a human of 1m80 for 70 kilos or for an Orc of 2m10 and 140 kilos !

Orcs flee practically only in the face of fire. In the melee morale are far enough - run away one whom more will weaken, the party which "densely" rains.
And this general must first kill. And I assure everyone - this is no easy task.
Plowing with 2HP very hard to kill (especially in multi). Falls into such a body per unit of pikemen / halberdiers / armed and what? Destroy them - unless the Imperial will receive support. And we are talking only about orc boyz.
1hp is absolutely correct. Why? Because strength, vitality orcs gain with time. The skin hardens orcs. Orc Boyz are young orcs on track. The fact that this species is characterized by long life, but without exaggeration - orc orc uneven. Let the Orcs will have great strength, but poor resistance.
