Something I've thought of before having worked on a couple of incarnations of a large mod and with the tools I've created is that it would be nice to have a hosted bug tracking system for the site.
Currently bug tracking for mods, especially the large hosted mods, is just a mass of threads/posts in a bug forum or a beta forum where bugs get lost and it isn't easy to see who is supposed to be fixing what and if a particular bug did in fact get fixed.
Given monetary limitations the bug tracking tool would need to be free to use. In terms of specifications, it should support setting up of multiple projects (e.g. each mod would have its own project), multiple groups (e.g. one per mod), install on linux and use a mysql database. It would also be ideal for it linking with our user database so users don't need to have a separate account for the bug tracker.
I don't think adding this would cause any major increase in server load because the current load associated with reporting bugs would be transferred to the bug tracking system but not actually cause any significant increase in processing power required.
If this is something we should look into I am willing to start researching possible candidates.
