Well academies and such provide governors with better traits, even military ones. But you can't acquire alot of stars unless you let them fight battles. Imho getting that 10-star general is waaay harder than it was in RTW.

I'd suggest getting mydraal's 4 turn per year mod , it adds greatly to the immersion and roleplaying with your generals. in my opinion their lives just speed away with only 2 turns per year, and you don't have a chance to really get him some experience in several campaigns.
also some generals will just suck no matter what, always check out what kinda guy he is, while your scouting for up and comers. especially if they are gay and rich, it's going to be real hard to make a decent commander out of them
Best to send them to war.
i know this is all helpfull... thx for answers... but what about management? or influence?

For command and influence, battles and conquering is best. For management, academies tend to help the most.

well k instead of making it easier to improve your generals why dont you make it easier for the ai to improve their generals at least in command for enemy ai and for you the player you could make it easier to get influence and management jus edit a few files in data in fact maybe only one: export_descr_character_traits
for example the first trigger is
now to make this an easy trigger for the ai to get more command stars copy this trigger give the trigger number something like 9999 (make sure number is unique) and then for the original add to the conditionsTrigger V0010_Standard_Battle_Attacker_Crushing_Victory_VnV_Trigger
WhenToTest PostBattle
Condition WasAttacker
and IsGeneral
and WonBattle
and BattleSuccess = crushing
and I_ConflictType Normal
and BattleOdds >= 0.5
and BattleOdds < 1.5
Affects GoodAttacker 2 Chance 100
Affects TacticalSkill 1 Chance 5
and not CharacterisLocal and then reduce the chance to something like 5 or below
then for the new trigger add and CharacterisLocal and then increase the chance this will then make it easier for the ai to get command stars when attacking and harder for the player to get stars when they are attacking
modifying this for triggers to make traits easier/ harder to get can mean that your faction can get good governers and the AI brilliant generals
Rock!?!?!
hmm... interesting concept =)
