Default out of oil units in hoi 2

i have a big problem in hoi2 namely the out of supply units. all of my units in africa and malta are out of supply. why is this, well i dont know that. all i know is that i have more than 160K supplies and about 190K oil in my resources. and i am allocating more than enough IC to supplies. one more thing, i can see in the production tab that all of my convoys are red and it includes the one to malta also. but i have enough TC(it is not red). can someone pls help me in this situation because i was reinforcing my units in africa and malta(to attack italy) but they are "out of oil" or "this unit is not in supply". pls help me. everything is all right in production tab except convoys.

Enough TC alone is not a guarantee for working supply lines, you also need a corresponding amount of transports to actually transport any supplies at all. When you're in the production menu, take a look at the transport/escort numbers directly above the supply line list - if there are zeros and your supply lines are shown red, then you simply don't have any transports left to fill up the slots needed for a supply line to work, probably because you've lost a whole lot of convoys to enemy convoy raids. The only solution is to order the production of convoy transports (not the naval unit named transport). While you're at it, you might also want to produce some escorts (again, not standard naval units) to accompany the transports so they're better protected. Another measure is to assign naval patrols, of course, so your enemy doesn't get any chance at convoy raiding.
