It is possible to make Trade Theaters a playable in Grand Campaign?

Hello everyone,
I 'm not good in mapping issues and this is a sort of noob question, but i would like to know if it is possible to make Trade Theaters ( East Indies, Coast of Brazil, etc ) a playable theater in Grand Campaign?
I noticed that modders created some mapping tools.
I would like to add some Victory Conditions to United Provinces, Spain and United Kingdom, but there is no East India region in Grand Campaign.
I think that maybe we could make at least the coasts playable ( few ports , cities, plantations, etc ).
What do you think, it is possible or it is hard - coded?

I believe it's hardcoded.

It isn't hardcoded but atm you can't add new cities, borders etc to a map.

They aren't since they don't even appear on the map.
