No, we play by a program called Hamachi. You should see if it works. Consult Sith Galvanized Iron and the guy who made the launcher if it dosent.

I say this because if we divide our small community into groups there will be even less chances to play

Well why not have a steam group as well. I don't see the problem with that.
You know even no steam RTW owners can add RS 2 to steam and use the steam interface.

Not to mention that events can be planned with Steam groups. You can send out reminders to all members about events that will be going on, like tournaments or social matchmaking. Here is a big RTW group that uses event reminders to tell people when the next round of the tournament starts.
