You have to have a clean install meaning your RTW folder has no other mods on it other than RSII. So uninstall RTW and reinstall it.
If you are having issue with the installation watch my video on how to install it.

Then you should post your question in the RS1 forum not here, people will assume you mean RS2.

The same point applies however, use a clean installation. There are numerous threads in RS1 area about installing and running.

Your best bet is not to use the Program Files folder for RTW at all, create a new drive/directory structure, say D:\Games if you've got the space, if not just on your C: drive and install RTW there.

As I'm sure a moderator will be along soon to move this thread to RS1 area aim for this structure:

    create d:\Games (or c:\Games)
install RTW to d:\Games\Rome - Total War
copy d:\Games\Rome - Total War to d:\Games\RTW Clean
    (this is your backup)
install BI or Alex to d:\Games\Rome - Total War if you have them
Install patch 1.6 for BI or 1.9 for Alex
    Install RS1 to d:\Games\Rome - Total War
Bingo, your d:\Games\Rome - Total War should now be RS1

If you still have problems then update this in the RS1 forum, there are a few sad souls who wander round there still (like Lupus ) who can help out.

See my reply on the RS2 forum.

Incidentally, is this a Steam download?

The thread from the RSII Tech Help was moved here and then merged with the other thread.

It appears as if the problem was posted in multiple threads at the same time. Please only post your problem in one place. If you think its in the wrong place get a moderator to move it for you.

OK, so it is a CD version, but you really haven't expanded on what you did?

    Do this:

    1. Install RTW - start it. does it work?
    2. Install BI/Alex if you have them. Start again. Does it work?
    3. Install patch if you installed BI/Alex. Start it, does it work?
    4. Go to Options when started and let us know the version.
    5. What is the directory structure you now have?
    6. Save the RS1.6 executable to another directory (c:\games or something like that), not Activision.
    7. Run that. What happens?
