Man, this was a hard map. It looks like dwarves cause they have not lost regions and have beorns halls. But on th other hand Silvan elves is in mountain fort, and eriador is in imladris. But cause silvan elves has lost lorien which i dont think you would

Between Gondor and Dwarves, but I'll have to go with Gondor. I think you would have already demolished Gundabad if you were dwarves, or in the process of doing it.
