    FPoE cannot reform Arnor cause of Elf conquests, so not them...

    Mordor, a player would be more focused, be stopping Gondor and the AI in 3.2 always take that Rohan settlement...

    Gondor liberating Rohan while pushing into Harad and East. Must be Gondor, but it is so obvious; it must be a trap. A player would also have pushed further into Ithilien while the AI often does not.

    FPoE it is then, you want to trade O-e-E for that HE settlement to reform Arnor.
