Chevalier hosts a pro-Whig political "summit" in Philadelphia in which the public is allowed to meet local Whig candidates (including Chevalier himself) and ask them questions about their plans and goals for the coming term.
The Whig summit allows various important figures in Philadelphia to get a better idea of what the Whigs and Chevalier stand for, and decisively sways several of them into voting for Chevalier come election day.
