If you opened it in notepad you'd see it says 'console_command'.
To open console command in-game - hit the 'tilde' key above tab key; on left corner of most keyboards. Looks like this ~.
A semi-transparent black window pops up and you now type in "toggle_perfect_spy" without quotes.
Gives your spy infinite vision I believe and perfect spy attribute. Don't know for sure cause I don't use console cheats. Like to develop my spies the old fashioned way. Don't know why it's in there as a script as the method I described is old vanilla way of using console cheats.
If you want to see the whole map you can toggle fog of war on and off. In console type "toggle_fow" without quotes. I only use that on a few occasions to see whats happening on the other side of the map to other factions.

If it has infinite vision it might be of some use.
It could be used if one wants to remove the opaque fog of war on the mini map but wants to retain the transparent fog of war on the campaign map.
This would require sinking the spy in a ship directly after creating it, as it is unlikely to get killed in missions with that skill level.

We basically used it in beta testing to know what was going on with all factions and check factions' development.
You can activate it by uncommenting it, but it reduces the challenge and is a cheat.
