I had this idea once 4.5 is released:
With a new, more appropriate and quite wonderful Startpos (adding new neutral factions and encouraging more diplomacy than its predecessor), why not launch a campaign RPG like the one for EiC (Kampf um Europa)? The sheer scale of war and industry in TGW makes decisions in economy, strategy and diplomacy altogether more important, with the result that roles such as 'minister of finance' or 'supreme commander' offer increased depth and weight.
This campaign RPG would be played as such that the executive player (the one carrying out the assignments of the ministers) is also the supreme commander, fighting all the battles and conducting detailed strategy (this gives the campaign more flow, since save games won't have to be ferried back and forth depending on who thr commander of a certain army is etc.).
The ministers would be responsible for general strategy, recruitment and construction (perhaps there should be a minister for each region depending on the number of participants), diplomacy (telling the executive player the goals and the means of achieving them), economy and technology (taxes, research priorities, and creating a budget). Once all decisions have been made (either by vote or simple decision-making), a checklist 'plan' (spanning any number of turns) should be given to the executive player. Cooperation with the executive player is of course absolutely necessary so that the ministers are given correct information.
If the number of participants is very high, it could be possible to create an MPC, with the two executive players of two different nations playing through a set number of turns before each country is given time to plan and vote.
