Yeah it's alot better. But still. In my Roman campaign I have 4 fullstacks, and I'm not making alot of money. I own Italy, Sicily and 4 cities in Spain. The Gallaeci own the rest, about 8 cities I think, and they have about 8 full stacks. And still they are making tons of money. So at the moment I feel like I'm the one with less stacks, not my enemy.

I play roman and arvemi send against me 2-4 full stacks per round.It is crazy.

But I would test it yet more +15% upkeep.
The Ai have even more of his money because add money script had too.
I'm not using your mod Tone, but days ago i have started a campaign with an 50% recrutiment and 30% upkeep increased edu costs with Belgae (M/M). I haven't done so much turns (i'm around 565), and i have something like 22 regions (if i remember correctly!), but if you and other devs think that some feedback will be usefull, i could post my save game and some impressions.

I wouldn't mind a 100% recruitment 60% upkeeps one.
Would I have to go though and edit the costs for every single one in the desc strat to get that?

I spent possibly too much time enjoying building everything possible in Italy. I wanted to see how productive my cities could be. In 615 I have 16 stacks, still make over 100,000 per turn and have plenty more development left.
However, a quick peek over at Carthage has led me to download this submod. I'm not entirely convinced I want to fight through all those stacks. Clearly balance is hard to find, I hope this submod is more to my liking.

wow!!, In reality that could seem a lot, it's just there's a lot of half of stacks out there, so it's truly tough to tell, but still, lol.
I to have been trying this sub mod, and so far so good, but I'm still way to early in my game (only about 20-25 turns have passed) to tell how effective it truly is.
You do need to delete map.rwm if you add it to your ongoing campaign.
i like this mod.
first time i started this. i was overwhelmed trying to defend 2 citys in greek and iberia. constant stream of attacks from averni macedon greek sparta averni boii confederation and stupid carthage etc.
this 2nd time i just let citys go this time and focus on italy stronghold. all my citys are well developed
making just below 100k with 4 stacks bothering averni.
averni at first send me multiple read(12) stacks but it has broken and now im am on the attack
spying on sparta its gotten huge

Only early in my roman campaign but I think the stacks are becoming fewer now, I think this sub mod works quite well, macedon still has a sizeable army but after taking some of there cities I can see there financial situation getting bad due to possible upkeep costs.
I have just downloaded this so I will report back and tell you what I think of it, as I am a critic of the current builds battles I hope to see some difference.
I've certainly enjoyed playing this so far. Never getting more than 50,000 at end turn as Romans...never have quite enough to build all I want and only able to support about 4 full stack armies after 10 years. Certainly haven't faced stack spam and have had some close battles.

I'm about 15 turns into a Sparta campaign on M/H. The Greeks have been pushed off the mainland completely and now just hold Rhodes, the other island and whatever settlements they have further north. Macedon declared war on me for no reason but they've learnt their lesson as I took Chalkis and the city just south of Pella. There's not an overload of stacks but they've still got a sizeable force out there and from my spying on Rome I can see they've still managed to build up a pretty large number of troops.
I'd say the battles still sometimes can drag on a little, and you can find your units struggling to kill off the last off an enemy infantry, even when they're surrounded.
