Can't Use Bloom Effect

My RS2 works just fine. But I was curious with the bloom thingy so I tried ticking the box once. I selected dark bloom. But when I hit Play R2II button, it gave me an error: "You do not have directx 9 installed bla bla" and the game exits. It is quite odd since I'm sure I have DirectX 9.0c installed. Besides, RS2, and RTW for that matter, requires DirectX 9 to play. How come I am able to play RS2 without Bloom or whatever that is just fine IF I don't have DirectX 9 installed?

PC Specs:
Intel Petium 4 CPU 3.40GHz
2040 MB RAM
Intel D945GCCR motherboard
Intel 82945G Express Chipset Family onboard graphics card
running on 1280 x 1024 with 32bit color depth screen resolution

I dont really know what to do in this matter but i can tell you that to be honest the bloom looks good, but it does annoy the out of me when im playing... so: Great mod no doubt, bloom looks good on screenies but.... well decreases the playabilty, atleast for me

did you try reinstalling directx and restarting the computer

I can get it working, just I can't read anything on the screen. It gets far too bright. Also there is no brightness option for RTW, so I would use it if I could.

BTW, the minimal UI is recommended with bloom to get as little glare as possible. Also, you can toggle bloom with shift+f11 or 12, I cant remember exactly. I use that when giving orders and then switch bloom on to watch the pretty eye candy as the 2 armies rip each other to shreds.
