Difficulty...

I was playing on M/M but now i tried to play on M/VH(battle/campaign)...now my enemies are less aggresive and carthage is not attacking to me on campaign map....is m/vh difficulty balanced enough???

There are rumours that the campaign is actually easier on VH due to bugs. This game is balanced for Medium/medium or hard/hard

I believe VH campaign is equal to Easy campaign, because of the RTW bug

Yes the game is built ideally for H/H and M/M, VH is easier campaign wise, however the battles are harder on VH.

So the hardest setting for the campaign in H
Hardest setting for battle is VH

There is appatently a bug within RTW where the AI gets less money when on VH than they do on H - campaign difficulty.

what about normal/hard (battle/campaign) difficulty???any relation between them?

Normal campaign gives the AI money bonuses and normal battle don't add any stat bonuses for the AI armies.
