I'd say continue to play. The patch will be worked on for quite awhile. (= a few weeks.)

Is there going to be a new Launcher update? I cant select bloom effects/high mod res etc. It just says error 12 or Failure to load.

Read the know issues thread in RS 2's Technical support thread.
The launcher is fine. You just didn't do as the installation instruction said.

In what order do I install RS2.msi, RS21.cab (ROP2_22b and ROPv22_final_b), RS22.cab, RS23.cab, RS24.cab, and RSII_setup.exe? I know about installing the "three parts" but theres 5 files. Thanks

Please read the install instructions.

They clearly state that there are six files to download. When you've downloaded them simply run the RSII_setup.exe and it will process the other five files.

If you don't read the install instructions and follow them I would expect you to have problems playing the mod.
