But in Capua, for example, there is a building "client or allied state", and no "civitas", non possibility of buildling "civitas".

Civitas is the next level of Client or Allied state. Read its description, it'll probably say what's needed to build civitas
The client-state building in Capua and a lot of my cities says :
"In order to build the next building (citizenship) - i think it means "civitas - , you will need to build a forum and a roman oppidum."
I got a forum and the roman oppidum in a lot of these cities. But not "civitas" and no possibility to build it.

Ah maybe ...
These cities reached the city level of 24 000 inhabitants.
It will be very hard to get any legion if another level needs to be reached.

ok, I think I have the solution :
maybe the "roman oppidium" needed for "civitas" is not "roman regionnal oppidium" but the next build. I need to build a "region focus" to get it.

what? of course! I assumed you had already built the highest level of barracks! After regional focus you'll also need to build a fortified region, other wise you won't be able to expand your barracks at all. The legions are only buildable in the highest barracks levels
How many people don't get the fact the the regional focus (and its succeeding levels) is one of the FIRST things you absolutely HAVE to build?
During the campaign, I didn't see any effect when I built regional focus (civil or military) in 2 or 3 cities, so I have never built some anymore.
Now, I understand how important it is.

Basically, the fortified region lets you build better walls and barracks', and the economical one let's you build better mines, ports, trading hubs, etc etc

ive tried with rome in E/E and by teh time i slaughter hannibal, captain son-of-a-bitc* (another carthaginian) turns up and lays waste. and with cannae and capua rioting and i cant survive the first ten turns!!!!!!!!!!!!
rly thiis is so lame for me, having completed the "vanilla" version twice with every roman faction and the seleucid and macedons on VH/VH and RTR with rome and carthage on H/H each and though its outta the case, MIITW with every faction but the hre milan and sicily on H/H ... but i cant effing survive on RSII!!!!!!!!!!!!!
also, the only issues ive had with the launcher is that when i installed it for the first time (on program files) it always said sum crap about not finding the mount data base and not finding the celtic archer or what the fu*k, mai brother helped me, he told me to copy the vanilla game to a carpet any where but PF adn voila!!!! and another one that i cant gt rid of is that theres an error with the bastarnae unit. in any battle that a bastarnae unit is present it just crashes and says that it ecountered a fatal error.
and almost always that i triple speed a battle the units go craazy and won follow commands and begin running in every direction(and get killed).
apart from that, as far as ive made it with the spartans on the oneturn campaign on M/M... the mod is fricking awesommm. keep it up!!!!!!

Can family members spawn in towns other than the capital?
Yup, and if their father is not in a settlement, they'll spawn at the capital.
OK I'll take a look later. So far I've had all eight of them spawn in my capital, might be an unlucky streak then.

I think it might be wise to tell people not to rename provinces. I have started and built my Roman empire several times now and it dawned on my several provinces that I had renamed never rebel in the ROMAN REBELLION. So just before the roman rebellion I tested this theory and I renamed everyone of my provinces in italy(adding a letter to the end) and low and behold none of them rebelled. Nutz
