There are no such tools.
Yeah I know there are no modding tools. Are they called packs?!
But what programs are needed to mod something? I remember some guys used some program or something, I don't know.
You'll need the esf editor 1.4.5 to edit the esf files and the Pack File Manager for NTW to edit the pack files.
There's also a program to edit region spines but it's unknown what effect that has on mapping.

Topcat has suggested using milkshape 3d to mess around with rigid splines. I have no real idea what it all means but he seems to potentially have a lead. I advise conferring with him to discuss the usefulness of the tool.

Splines editor changes where the player sees the border. Not the actual borders, but the visual lines.
