Because except for the immense weight there's nothing stopping me or you from wearing it. Normal Humans can wear it to. So the power armor wore by Inquisitions is a lighter, chiseled down version of marine armor because they don't have the black carapace they can't use the onboard systems nor can they interface with it to gain the benefits of muscle fibre and actuators. However they can embed other electronic sensors in so it's cool, just can't use the ones that come with the armor.
So would it be correct to assume that it only appears to look like Space Marine armor?

But why would you want to awaken one of your rivals, isn' that counter productive? And isn't it more beneficial to you to just cap him while he's sleeping.

The Void Dragon is one of the four remaining C'Tan Gods, the others being the Deceiver, the Outsider, and the Nightbringer. Of the four it is implied he has the most direct control over technology and that the implants and machines used by the Imperium double as devices he uses to suck souls from the living thus providing nourishment. Given the nature of the incorporeal C'Tan it is likely only his spirit remains on Mars, he was the C'Tan the Emperor fought at the beginning of the Imperium and "chained beneath the Noctis Labyrinthe on Mars.

Last time I remeber Necrons were not given heavy support and only could ambush some small expeditions on distant worlds so their real value was none since they could not keep the frontline in real war.
But mayhap it changed

Unfortunetely all the remaining C'tan are needed for us to regain control of the galaxy.
However i do make it my job to keep as many Necrons and C'tan asleep and undetected as possible while i destabalise the other powers and weaken them.
