Well for what numbers corrispond to what colour, just go to paint. Create a custom colour, and it shows your the RGB.

Anyway i believe 1=body, 2=trousers and 3=cuffs and trim.
The first three RGB columns in uniform_to_faction_colours table represent the coat colours of the troops with 0 being the lowest value and 255 being the highest.
So 0 0 0 is black, 255 255 255 is white so the higher the value the brighter, you can play around in a simple graphics program like 'Paint' where you can define custom colours by chaning the RGB values in the palette.
Start Paint, --> colours --> edit colours --> define custom colours. The colours generally match up with what you'll see in the game.
So to change the prussian musketeers to a darker blue coat I'd give them something like 15 15 60.
