If it is a rigid model, it is possible that you can find it in the db_tables.
EDIT: No it is not I just made some research.

Yep but in Empire there is only one Campaign, the Warpath campaign borders should be in the patch2.pack I think.
May be the game generate automatically a map of borders using several rigid_models files so as not to create a holly messy unic border map.
Also there is no border for the coasts.
So I think we would be able to try my hypothesis creating a new border like that:
Spoiler Alert, click show to read:
The french border 1, 2 and 3 do not need to be modified, but I think it is necessary to create a fourth one.
Do not know if you understand what I mean guys.
The region borders for the main campaign are in models.pack/rigidmodels/campaignborders.
I'm unsure how ETW uses rigid_splines but I believe they contain coordinates telling ETW where they belong and there's some code that changes the border's colour based on the relationship between your faction and other factions. I tested this by renaming the scotland and bosnia rigid_splines, then started the campaign as Britain. As a result the borders were in the right place but were the wrong colour; Scotland's border was white (neutral), rather than green (own faction). When playing as the Ottomans Bosnia's border was white rather than green.
Here's something interesting. The cherokee_territory has the same name in the main campaign and Warpath campaigns so both of their rigid_splines were given the same name. As patches override the existing files this resulted in main campaign using the rigid_spline for the Warpath's cherokee_territory, rather than the main campaign one. As a result the cherokee_territory border stops partway through the region. This has no effect on gameplay but does look odd.

Wait, that's the reason I see and can use a couple of towns outside the Cherokee territory, and roads extend there etc?
Just because in Warpath, they forgot to use a different name?!?

We have to understand how a campaign use rigid_spline a,b,c and not e,f,g.
I hate that I have nothing to do besides be a cheerleader for you guys.
I think one day you'll have this figured out.

I've done the following tests.
Test 1: rename the Bosnia and Scotland rigid_splines to see if Bosnia's rigid_spline will appear in Scotland.
Result: both rigid_splines are in the correct places.
Conclusion: if another file told ETW where the rigid_splines were located renaming the rigid_splines would put them in another location. Therefore the rigid_splines must contain their own coordinates.
Test 2: replace Bosnia's rigid_spline with Scotland's to see what happens when one region has two rigid_splines and another had none.
Result: ETW loads, Bosnia has no border, Scotland has a border.
Conclusion: rigid_splines are purely graphical and have no effect on how ETW determines where the regions are.

My theory is that CA used splines (are the same as vectors) in a 3D program (eg Max) and exported the coordinates in the ESF from thereConclusion: rigid_splines are purely graphical and have no effect on how ETW determines where the regions are.
I know that splines are purely a graphical effect. But the real problem is this: imagine to have a new map containing only Australia, but in the same system of coordinates (X=-1024, 1024 Y=-640,640). We will have a perfect map overlapped by nonsense and useless graphical boundaries or not?
I was able to remove the boundary from Bosnia without any problems, so we could just replace every boundary with the North-west territory's boundary and just have 1 boundary on the map. This would remove the boundaries we don't need. Though making new boundaries for new regions would be more difficult.
I wonder if the boundary is like a X=-1024, 1024 and Y=-640,640 tga images which is blank everywhere except where the region's border is located. This way it wouldn't require any coordinates but would be in the right place.
UPDATE: tried using one of the rigid_splines from NTW. ETW loaded fine but I couldn't find the spline so I don't know if it appeared or not.

Oh dear nothing for almost two days? Has the SHERIFF OF NEVER MOD THE MAP AGAIN arrested PIETROMICCA AND HIS MERRILY MODIFYING MEN.
I hope they savely escaped from the clutches of evil into the woods and took their modding equipment with them.
May the rightful king NOISIVICTA return and put the far eastern usurper AGES in irons. ( sorry couldnīt resist)
Don't worry. I am working with taw on trade_routes. But there are no news on trade routes. We are just adding some new comments to xml.
This is one of the typical stead steady state of research. Right now there are no new opportunities. So in essence I'm doing a sort of job summary, pending a new inspiration.
Wish I could help ,you guys are doing a terrific job!

It may be possible to use the information in the Warpath pathfinding.esf. While all the entries in the grid_data use different numbers the hexcodes of each cell are amost all the same. So it's possible to find specific cells and examine how their grid_data differs.
For example the vanillla entries
are as follows in Warpath.Code:<rec type="grid_cells"> <bin6>57 ff 57 57 6e 57 57 57</bin6> <ary type="boundaries"> <rec type="boundaries"> <u>4246799376</u> <u>96539527</u> </rec> <rec type="boundaries"> <u>2</u> <u>4290843533</u> </rec> </ary> </rec> <rec type="grid_cells"> <bin6>57 57 57 57 57 57 57 57</bin6> <ary type="boundaries"> <rec type="boundaries"> <u>3054510400</u> <u>96539537</u> </rec> <rec type="boundaries"> <u>757223462</u> <u>96539547</u> </rec> <rec type="boundaries"> <u>1627463696</u> <u>96539561</u> </rec> </ary> </rec>
So both have an extra entry. I tried adding an extra entry to see what would happen but ETW wouldn't load. Either I made a mistake or I need to add the new entry somewhere else.Code:<rec type='grid_cells'> <bin6>57 ff 57 57 6e 57 57 57</bin6> <ary type='boundaries'> <rec type='boundaries'> <u>3173131280</u> <u>100736121</u> </rec> <rec type='boundaries'> <u>2</u> <u>4290845827</u> </rec> <rec type='boundaries'> <u>1627459719</u> <u>100736135</u> </rec> </ary> </rec> <rec type='grid_cells'> <bin6>57 57 57 57 57 57 57 57</bin6> <ary type='boundaries'> <rec type='boundaries'> <u>2952815175</u> <u>100736142</u> </rec> <rec type='boundaries'> <u>2249216256</u> <u>100736151</u> </rec> <rec type='boundaries'> <u>757248134</u> <u>100736163</u> </rec> <rec type='boundaries'> <u>1627471888</u> <u>100736179</u> </rec> </ary> </rec>

Hopefully in the near future some of the chaps still working on projects for Medieval 2 will divert their talent to help PietroMicca, taw and uanime5
on campaign map alterations for Empire Total War. I dare say this is the most important undertaking in regard to Total War Modding at present.
presumably this should work. the only thing I'm wondering is if you would need to either add teh rest of the boundries information for a new entry, or find the equivelent entry in the vanilla empire .esf files, because would the mystery boundries <u> data refer to a different number/object then in Warpath?
