stratmap voice changes

I am trying to figure out how to change my strat map voice. I have moved the countries in the desc_sounds_accents AND deleted the event.idx and events.dat files in the sound folder but still no change.
What program can I use to open the Voice.dat and voice.idx files if I want to add some files?

Why won't the game respond to my changes in the desc_sounds_accents?

I suppose u also need to also edit export_descr_sounds_stratmap_voice.txt file but then again why and what exactly u want to do.
