Well the first two figures were easy, but this one I am not sure about. Fun thread Mr Kelvin!
Paulus (above) says they could be Italian with all that helmet ornamentation, but didn't the sucessors also like to be 'dolled up', maybe it's the addition of the plume along with the feathers and wings that marks it as a little bit over the top for Greek tastes?
If they are Itallian I didn't know they had such heavy cav. If so did they copy them from the Greek successors?
One thing is for sure, EB sure has some tasty skins!
As for faction, if they are Campians then I quess that they are regional troops so that Rome and Carthage should be able to get their grubs on them early game.

It looks like a Roman four horn saddle, but those weren't used until near the end of EB's period, if not later. Or perhaps I've missed out on the latest "Roman cavalry really was good" research.
Saddles...Scythian tribes had 'em, some of the tribes at least. Some eastern peoples did, but I'm not sure when, nor am I sure which ones. Celtiberians had saddles, no? But I don't know of Celtiberians with crested, winged, feathered helms. So I'm gonna guess either some sort of Roman auxiliary unit, or something along the lines of my first guess: cavalry from somewhere in Anatolia.

Ok, I think I got it. Hippeis-class landed Greeks in the Seleukid territories. Similar to the pezhetairoi, but more wealthy. Recruitable either as a faction unit or as a territorial unit, located in the arable Asian provinces taken by Alexander or the successors. Maybe not as far east as Baktria, because I haven't seen that helmet on any Baktrian coins, but in Anatolia, Mesopotamia, and Coele Syria (if its regional).
