yes just add the texture with PFM many units has two types of hats

or 99 different hats with 99 different pants.
you cannot change textures. you can change the items, which have preassigned textures. those textures are then automatically colored. if you are using a french item for a prussian unit however, you will need to add that unit to the prussian faction in the units table.

changing models requires changing the textures to match the uv coordinates. otherwise you will have an invisible model or one with little specks of textures covering it.
each model is compatible with only its specific texture atlas. those different leg colors are all based on the same texture atlas. that's why the uv matches. for example, the german shako can use both the naked and the wax cover texture, these are textures that have been assigned to it. using the kiver texture for example, will render the model invisible or poorly uv'd.

About adding there is a limit in avalaible room in dds. British one is almost already full
about swapping texture (remove existing textures and adding new ones) you must be carefull to not affect other units using same atlas and dds.
to breakthrough this two limitations you can create your new one set of atlas and dds
