The difference is that Ozil's contract would have expired in 1 year, therefore he would have left for free, something he said he intended to do.
So, Werder had only 2 choices,keep him 1 year and then losing him for nothing, or getting the highest possible. Real knew that, and kept the offer as low as possible.
