export it to TSV with the Pack File Manager. Open it with Excel or Calc (the latter is free and part of Open Office). Sort it. Save. Reimport.

Is there a way with Calc to compare two localization files to extract only the lines which differ?

Yes. If your goal to merge two locs, you can paste one loc under the other and then remove rows that contain the same information.

Google for programs that compare 2 spread sheet, there are some free that do the job.

This is a great utility for csv and tsv files. It's very powerful and will compare and do everything else you want for your loc file. However, the UI is kind of clunky and if you get frustrated easily with software, I wouldn't recommend it.
