By god laddy! turn up the fan rpm!
Do you have the latest Nvidia drivers?
If so, uninstall them immediately. There have been loads of cases of GPU's frying because the new drivers pretty much turn off the fan.
I had those drivers for 1 day, played NTW for a few hours.. today i went back to 196.21... i have my fan rpm on 75%.. still gives me 95 degrees...
my gpu got damaged allready is my guesse now :/
What program are you using to get the temps? Try using something else to double check.
Also, is the back of the GPU hot to the touch?
using evga precision + real temp
I had 295 quad before.. now just 1 295 + 1 gtx260 physx
It is very hot, but can touch..
i still have warranty tho
Just ran windows index... first gave me 7.9 now 7.7... its broke for sure !

Moved to Napoleon: Total War Technical Help.
Unless your card smells funny or looks slightly burned there should be no direct decrease to preformance, i do advise you to stop playing Napoleon Total War until you are completely sure the bug is gone

GTX is now obsolete.
I would advise an ati 5870.
Wile buying your ATI 5870 i would strongly advise you listen to.
Spoiler Alert, click show to read:
While it isa tad high, the heat alone should not degrade your performance; there are safteies build into the card and drivers that clock it down when it happens. I've never heard of video cards having 'degrading' performance, rather than just flat out breaking.
It might reduce your graphic cards life, but I don;t think it should make it perform less.
Windows index changes a couple of tenths sometimes between tests, could be because of drivers or other things running.
I'm using a HD4870, and I'm having the same problem. When playing NTW, the temperature goes over 90 degrees. This is the only game where this happens.
probably because your card is having very much difficulties in dissipating the heat with all that dust that is in it. or you have a faulty fan. or your entire case is filled with parts of everyone in your house, meaning dust.

Yes, you can use evga precision to set your fan speed on nvidia cards, mine is always at 85. GTX 280 is so much quieter than my old 8800gt's.
If you're using the drivers that came out last week roll back to the old ones...they are known to cause your GPU to overheat...Nvidia took them down and said do not use them.

"...I'll look for something else. We're surrounded by water. Why are we eating knob?"
Actually, the solution was much more primitive than that. I've checked the fan of my video card, and it was covered with dust. I've cleaned those out completely, and now the temperature stays at about 70 degrees.
glad that you followed my advice
