I don't see any. Is there anything I can download to replace the language files or something?

I have bought a german version of NTW and chosen the german language in the installation, but NTW is in english! Also I cant choose the language in steam like I can in ETW.

Is there _any_ way to change the language without re-installing it?

Yeah, it's just another way of doing the same thing. Those packs still have to be replaced English to German either way.
