Yes I think if they held back Empire for another year and implemented *most* of the changes made in Napoleon and released Napoleon at least as a stand alone expansion like FoTS then it would have turned out much better. Then again this is much easier to say with hindsight.
I have to say Napoleon. It's just so much better in my opinion. In Empire the managing of at least a few different armies in different theaters of war is a pain in the ass. I found myself taking France out and completely forgetting about my war in the Caribbean. I was beaten fairly quickly and forced out of two theaters but not because I'm(I almost never lose on hardest difficulty even with an inferior army or fleet) but because I completely forgot about it and never built an army or fleet.
Whereas in Napoleon its only one theater albeit a massive one but you don't have all these colonies to look after and tons of protectorates. There isn't tons of forgetting about the other theaters and being utterly destroyed there...It's just Europe and that's why I prefer Napoleon.
Away from that nuisance... I love the battles in Napoleon, people say it's unrealistic how far they can fire but that is not true, the distance is so much more like what the range would've been back then. It is not fast paced, it's just they kill each other quicker because technology has advanced...my cannons tear through them very fast and when you play with the setting on small unit size then the battles are quicker but not fast paced if you know what I mean...they just don't take as long but they're the same pace.
Also, naval battles in NTW are so much better. There's no just raking enemies for easy wins as they sail right past you. You have to think and not be stupid to win. You have to actually play tactically in naval battles whereas in ETW my enemy would keep sailing straight and I would just cross the T with my fleet in Line Astern formation and rake them and sink them without them firing a single shot. In NTW you have to take care, especially against Villeneuve, or Nelson if you don't play as Britain, and even more especially when taking on Spain because if you don't check they're units in the pre-battle screen you might just be surprised when your enemy has a 140gun ship... HINT: they do....
Napoleon's gameplay is utterly superior in every way compared to Empire's, but the sheer amount of units (especially with AUM), the huge campaign map, amount of worldwide nations etc gives Empire the top spot for me. Now a Napoleon Total War with Empire's map.....what a beautiful dream!

I preferred Empire: Total War, Empire had the better idea, Napoleon just polished the ideas and scoped it down some. Napoleon really was the game Empire was supposed to be.
