yes it is, the idea is that in the Old World of Warhammer, no one from the good side will ever all with someone of the bad side. So, the AI must be forced to keep the starting alliances during the campaign.
It has been said that in the 1.03 patch there will be a script that will spawn some diplomats for the player, in order to help better your allies.

edit: wait, I've read "can't", not "can". So, if you have diplomats in your game, something is wrong
