    Anybody know around what turn the largest settlement upgrades are available?

    As far as I know they are already there at the very beginning of the campaign without turn based restictions. However, huge cities may have been disabled from the game as they are mostly used for custom settlements.

    Yup, you can add_population to the max from turn 1 if you like.

    Some settlements are predefined already as being huge cities (Minas Tirith?) but most are limited to being Large Towns or whatever its called.

    I believe the 1st set of city walls are available at 12,000 population, and 7,500 for castles. It takes usually til turn 60-80ish to get my 1st set of city walls. I have yet to see a wooden castle get walls before turn 100+.
    A Lion serves in Winter, then perhaps a Unicorn for the Spring.

    1.4 TATW does not allow you to upgrade settlements until Huge Cities, except for some like Umbar etc.

    Ahh, that's kinda what I figured. I was wondering why I could never get past those even after 100 turns. Thanks.
