    Yes. I too have found the download link to be broken. I have messaged the author who has yet to respond. Let us hope it is resolved soon.

    Rule of thumb: Anything before 2013 I would guess would not work for the current version. Here is a link with the ones I do know that work OFFICIAL GUIDE to SUBMODS for IMPERIAL SPLENDOUR
    Why do you want this Mod? The French roster is beautifully done by wangrin and flikitos. If you find a submod to work, please let me know and I will include it in the link.
