Can someone link me to a guide on how to set up my files so i can mod the game

k well ive come across the problem that when loading from data files..there are files that are missing. So my question is why are they missing? Ive done a fresh install of mtw and then installed patches up to 1.3 and then just loading only data files with no modifications at all it crashes. The game runs fine without running it with this so how do i fix it?
