exactly, a number of defeats - and a decline of its power - was finally stopped by Khosrau I, due to his leadership and his famous reforms.

Not exactly true.
The Royal house of Sassan never possessed an absolute supreme power. They had to do a very delicate balance between the Royal house (the Parsig) and the Great noble agnatic Clans of Parthian origin (the so-called Pahlav). In that the Sassanian Empire was more a confederacy than a true central-governed realm.
Khosrau I.`s reform probably triggered the doom of the Sassanians because they started an increasing level of bloody conflict between the Parsig and Pahlav (for example the devastating rebellion of Bahram Chobin).
There is a very interesting book about that, giving deep insights into that matter:
