RTW Crash in menu only.(have to restart comp)

Every time I play RTW on my computer I crash in the menu only. I can be in the menu for 5 seconds or 10 minutes it varies every time. The sound loops and I can't Open the task manager or Alt + Tab out. I play Medieval 2 and other games fine so its not a system problem.

The game is the steam version so its patched to 1.5

6150SE nvidia 128mb of Vram(crap right)
2.5gb ram
AMD 64 Athlon dual 3800 + ~2.0 ghz
3792 mb page file
Windows Vista Home Premium 32 bit
320GB HDD

I also can play this on my friends cheap laptop which is worse than mine (can't run the source/orange box engine)

around 2500 mb page file i belive
Windows Vista Home Premium 32 bit
180GB HDD

I also added the command line -dxlevel 90 Since Directx9.0 runs better.
But I also tried without that running at Dx 10 and at Dx 8 and Dx 7.
