It's the number of building trees that matters.
IIRC it's 64 trees and 9 levels per tree.

But then, i can ADD levels to EXISTING trees?

As long as they have less than 8 levels absolutely yes.

Well, nine levels overall, but as every building starts with a level. Yeah, you get it.
