[Solved] Crazy population in Wurttemburg?

Hey guys. Just thought I would ask. I started a campaign in Wurttemburg last night and I notice the manpower is off the charts with them. It sits at about 1850 and with Wurttemburg's economy you never have to worry about it dropping. Just wondering if it is working as intended. I was expecting something like my Savoy campaign where I have very limited manpower. Perhaps the German states have much higher populations?

Savoy: 600,000
Württemberg: 3,500,000
