    Default Legislation halted

Until further notice, all proposals for legislation are halted. As such, no threads should be opened in the Prothalmos and no debate in the Cvria should refer to specific legislative proposals.

This is due to an ongoing process of establishing new rules for the voting upon and proposition of legislation. Any questions or complaints should be referred to myself or theBlackPrince.

Some issues in the syntagma need discussed. We are also brainstorming on how to get more civitates active in the Cvria and how to ensure legislation is evaluated properly before going to vote.

Don't worry, it will only be for a short time, and the effort we put in now will hopefully pay off X10.

It's simple: make all current civitates patricians, then allow for each patrician to nominate 2 other members who will then automatically become civitates without a staff vote (although people without a set number of posts...probably higher than normal, and people with warning levels wouldn't be eligible.)

It's not as if many people fail the staff vote anyway, why not speed the process up temporarily to get the Curia more active?

The objective is getting more current civitates active in the curia, not making the curia more active.

A good number of the previously active ones have left, you are going to find it pretty difficult to come up with anything. The logical alternative to getting current civitates active in the curia would be to create new ones, of which doesn't contradict your previous line of "how to get more civitates active in the Cvria".

Is it possible to have a formal clarification of this? Is the paragraph still needed or not?
If you've been a Civitate for two months without warning or incident then all you have to do is PM myself or Profler and we will change your status.

The paragraph is only for members wishing to become Civitates.

I know it hasn't been two months for me, but I actually don't know when I was made a Civitate (I was in California for two weeks when it happened). Is there any way to find that out?

There will be a record of it somewhere. Ahh. Found our staff vote... 06-26-2005 the vote was closed so likely between the 27-28/6.

Personally I find the system of becoming a civitate a little too hard. One of the main reasons is probably because it's a bit intimidating. I remember when I became one. It seemed like such alot of hard work, and just jumping right into the Curia seemed a little too improper.

There are a ton of Patricians who haven't applied to have their user group changed. Something like 90% of all existing Civitates are eligible to be Patricians. And some people do fail the staff vote, although not many—one failed just a short while ago. The staff votes don't much slow down the process.

I wouldn't mind ditching the paragraph requirement, though. Really not much point in it. Whether someone can write a nice paragraph shouldn't affect their eligibility for Civitates, and I don't think many staff members particularly care about it anyway. I know I skip the paragraph; someone just recently passed without submitting any paragraph at all.

Yes, thanks, I was just checking to make sure it was still required for Civitate applications in light of Simetrical's comments above. And I believe that it's three months per the Syntagma?

I'd run with Sulla on this. Now, HatefulEmperor said that it was intimidating and so on to become a civitate and get involved with the CVRIA; I must say I disagree, it wasn't that bad at all. The only annoying part is the paragraph, but that actually is a good idea: it shows people have read the rules and understand the responsibility they are taking on.

Well, your a different case. Unlike most people, you have an extremely large amount of post, an average of over 50 a day. Most civitates arn't exactly that high in their post count. I normally find them to have 500-1000 posts. Those are the ones that are not active with the Curia. Those are the ones we are trying to get active.

    You're a completly different case.

Formally the paragraph is still required and my personal opinion is that it should remain that way.

i agree with carousel here, i actuially think its pretty important.

if people aren't prepared to sit down and write a short paragraph, then they are not really dedicated to being a TWC civitate. its hardly an amazing amount of effort required.

fact is some people write whole essays, not just paragraphs

So with the three month wait, that means you'll come up for Patricianship near the end of September. Sounds like a long time, huh? Certainly felt like it for me

Under the wording of the syntygma, the paragraph still needs to be submitted to a Consul or Praetor for approval or rejection, but may be submitted after the staff have voted on the candidate's post quality.
