In The Rebellion's Shipyard , http://shoguntotalwar.yuku.com/topic/60375?page=1 ,we have tested the stats of battle speed coefficients dependient of wind direcction, you can see the final output in the screenshot attached.

The sails are only visual effect beyond 90º you can sail without sails. The game is like that. Values are coefficient so maximum value 1. Speed is in speed column of units stats naval. There is an inertial effect between each range of degrees so if you came from another coefficient the ship keep the speed until you really get into the new range of degrees. Wave change the course so if you give one suddenly the ship can change course because of a wave and go faster.

Here the examples of vanilla sloop, 3rd rate and 1st rate. They are the general units, so these are the ones that all factions launch except Americans, British, French, Russians and Spanish whose ships have different stats from the rest of the factions.
