Ah, was a good guess then. They have renamed the tower then since I was there and I don't recall seeing that smaller skyscraper standing there either. The bridge and the buildings on the right corner looked familiar though.

yep it looks German to me (although the general appeareance is somewhat shoddy), but I can't locate it. It must be some place in east or northern europe (see the blonde girls for instance).

Well, Finlander is obviously from Finland, a country which has ties with only one ex-communist state, Estonia, so I say Tallinn...
I am just kidding; actually, one of my decks (all of them are inspired by a Baltic theme) has almost the same picture in the 4 spades card. It's a place in Tallinn, but I have no idea about its name, considering my lack of knowledge about the Estonian language.
Prince Regent George nailed it down; it's indeed the harbour of Tallinn built under Soviet regime of which architectular style many of you recognised. It's huge, the last time I was standing there on it's massive stone and concrete platform watching over the storming sea I felt myself so very tiny there. Such a nice experience.
