some places are simply way too generic to be guessed properly and many (me included) do not like to do wild guesses
knowing you a little bit from TATW I would say that if it is in your area it must be either Germany or Poland/Czech; it seems to be an old factory restored, I can see wagons in front of it while the light green open tank might be a depurating unit.
I think it is little to work with
